About Publish What You Pay:

The United States Publish What You Pay (PWYP) coalition promotes transparency in the extractive industries to ensure that oil, gas and mineral wealth contributes to development and poverty alleviation. PWYP US is a coalition of nearly thirty human rights, development, environmental and faith-based organizations.

PWYP US is part of a global coalition of over 350 NGOs in 50 countries promoting the public disclosure of revenues, contracts, and other financial transactions related to the extractive industries. This information allows people to hold their government accountable for managing the revenues.

We believe that corporations, governments and multilateral institutions engaged in extractive industry activities have an important role to play in facilitating development and good governance. This includes the transparent management of revenues emanating from their activities. These actors have an obligation to, where necessary, change policies and practices in order to contribute to transparent revenue management.

Job Description:

The PWYP US Director will be responsible for coordinating the advocacy work of the PWYP US coalition and leading strategic development and implementation. The Director is responsible to a small management committee and reports to a line manager in a member organization.

Main duties:

* Maintaining regular communication and coordination with coalition members
* Leading the lobbying effort for the passage of the US Congressional legislation requiring disclosure of oil, gas and mining company payments to host governments and other legislative opportunities for transparency in the extractive industries
* Creating and overseeing press and communications strategy for the coalition, including drafting op-eds, writing press releases, speaking with reporters, etc.
* Researching and drafting necessary memos, fact sheets, backgrounders and other materials as necessary for advocacy efforts
* Activating and working with grassroots organizations on constituent mobilization
* Promoting extractive industry transparency in US government policies through direct engagement with officials and agencies, such as the State Department, Treasury, and Interior Depts.
* Advocacy with extractive industry companies, promoting voluntary disclosure, participation in EITI, and support for mandatory disclosure regulations
* Working with the global Publish What You Pay network on a global strategy and complementary advocacy at the national and international level, including through the Extractive Industries Transparency Initiative, European Union level, and other multi-lateral initiatives
* Participating, presenting and representing PWYP at international and national conferences and events
* Promoting implementation of increased transparency of the international financial institutions
* Maintaining and updating websites and other communication materials
* Fundraising, managing grant funds and reporting to donors

Qualifications:

Essential

* Five years or more of advocacy experience, including legislative experience, either on or off Capitol Hill
* Experience working in a policy or campaigning capacity, developing advocacy strategies and representing advocacy concerns at a national and/or international level
* Excellent verbal communication skills to inform and advise and to have the confidence and ability to deal with a range of people with differing levels of understanding of the issue
* Excellent writing skills, to produce or edit drafts of policy documents, advocacy letters, fact sheets, press statements, and other correspondence.
* Excellent organization skills in order to manage different campaigns and many organizations' involvement
* Pro-active, fast-thinker and ability to work with minimal supervision
* Broad knowledge of the extractive industries, international development, corporate sector, and international financial institutions
* Excellent interpersonal and leadership skills and proven ability to deal with a wide range of people

Desirable

* Information technology skills, including webpage management
* Experience working with NGOs, coalitions and/or coordination experience
* Experience working with the media
* Experience working with grassroots networks
* Written and verbal language skills other than English, particularly French, Spanish or Russian

Compensation and benefits: Salary range of $60,000-$75,000 depending on experience. Excellent benefits package includes 401K, private health insurance, and contribution toward gym membership. Leave policy is twenty vacation days per year the first of employment, rising to 25 days after the first year.

Other conditions: This appointment is funded for one year with the expectation that it will continue beyond one year, as has been the case for the past four years.
