Description:

The report proposes a shift in the U.S. policy debate on the “responsibility to protect” to focus more attention and resources on early prevention rather than late reaction.  It examines three critical tools for preventing wars that are currently under-resourced in the U.S. budget: diplomacy, development, and multilateral peace capacities.  It also discusses the dangers of a growing militarization of U.S. foreign policy.  We then offer specific recommendations to the next Congress and administration for strengthening non-military tools to better prevent deadly conflict and avert mass atrocities.
